When installing a new OS, can I just install over the current OS?

When you boot up from the OS install disc, you will have the option to reformat your partitions (C drive, D drive, etc.) If the OS install is an upgrade there might be more specific rules, but I only do fresh full-installs of OS. Make sure you have the ability to find or install an ethernet driver for your system before you do it or else you'll be left with a computer that doesn't detect internet (Unless the OS gives you these drivers compatible for your system.)

Unless you plan to dual-boot (Run two operating systems i.e Linux and XP/Vista/etc.) I recommend re-formatting the partitions so you have maximized Hard drive space. No need in keeping Win98 on your computer if you're installing XP, but of course, if you want, you can.

I assume that u are installing vista over xp. U can install the OS over over current OS. Just insert the disk into the drive and run setup. It is called upgrading an OS. All ur programmes, drivers and applications will remain intact.

Or, u can clean install the OS. This will install a fresh copy of the OS. U will have to install all the drivers, and applications later. This can be done by booting the computer from disc (I assume u know this, if u dont know google it).
Another thing is a concept of dual boot. If u choose to install the new OS in the partition which has a previously installed OS, u will have to format it. Hence u will be left with only the new OS.
OR
U can install the new OS in another partition(all data will be lost in that partition). This way u will be able to work into both the OS. U will see a screen to boot into the OS of ur choice at the startup.
 
Yeah you can install a new OS over your existing one. I did just that with Windows 7 over Vista 32-bit on my laptop.
 
Somewhat on-topic here...

If one received a installation upgrade disc for WinXP to WinVista from a manufacturer, would it HAVE to be for that version of WinXP?

Example: System disc was sent for runs WinXP Media Center Edition 2005, system that I want the Vista on is running WinXP Professional SP2
