Virus Taken Over Computer

I was online, and got the Blue Screen of Death, since then my computer has been pretty much useless. Sometimes, I'm able to log on normally (usually I get the Blue Screen), but when I do log on I am bombarded with the "Windows Antivirus Pro" virus. I am unable to open up any programs as it says it is infected. I tried going into safe mode and doing a System Restore, and that seems to be disabled, along with every other program, including AVG. Is reformatting my only option? Would that be sure to fix everything? I'm on Windows XP, and any advice would be appreciated. (Btw, I'm not great with computers, so sorry if I don't know stuff I should, or come off as dumb.)

Run safe mode with networking. Download Avira AVG, MalwareBytes, and CCleaner. Run all on full clean/scan. Restart, run them again. Clean registry with CCLeaner (backup first). YOu should be good to go. Make sure you update the software.

He said he can't ran safe mode because it has been disabled.

Take the hard drive out of your system and put it in another computer and scan your drive with a fully updated virus program such as AVG free edition. Once the scan completes and deletes any infections, put the drive back in your system and do some more scans with your virus program and Malwarebytes antimalware.
 
I had a computer with a very similar issue once. When you first boot into Windows, hit CTRL-ALT-DEL to bring up the task manager before the virus has a chance to load itself. By doing this you can then kill the processes related to the virus and you should hopefully be able to execute other programs such as AV software.
 
To b quite honest id just reformat your hole Hard drive cheaper than buying a new one anyway AV's will remove the Virus but wont repair any of the damages it has made to your system so there would be no point downloading AV's just to get rid of it.
