I don't know of any small programs right off, but GIMP should do whatever you need just fine. It's basically a free Photoshop clone.
 
A fast way would be to use VSO Image Resizer. I think you can also convert images from one format to another. It installs into the right-click menu. So you can just select whatever pictures in a folder, then right-click and select the VSO menu. Check and see if it indeed converts formats.

You could also use the freeware FastStone Image viewer. You can do batch convertions, batch renaming, resizing etc... And it is also a nice program to view your pictures in full screen mode when you double-click on them directly in a windows folder. For me, this is a "must have".
 
in all the programs you mentioned i see no place where it says "convert" or anything related to it.

In some programs it might say "convert" but in others you choose to "save as" and then select the type of format to save the pictures as.

In FastStone Image Viewer, you can also do a "batch convert selected images", which allows you to convert several images at once. If you open FastStone Image Viewer in full-screen mode (for example by double-clicking a picture - assuming you set FastStone as the default program to open it), then right-click on the picture and select the top option to "switch to browser". This will open the regular FastStone window, where you can select the images you want to batch convert. Now go to Tools -- batch convert (or press F3 on your keyboard).
