CPU turns computer on for 2 seconds, then shuts off, any ideas?

Hello,

I have been experiencing every computer problem imaginable these last couple days.
I tried to upgrade to windows 7, install went fine until I had to reboot; the reboot would freeze on "Verifying DMI pool data....... success" so I went to try and reformat back to windows vista and all the sudden my computer wouldn't turn on...
I watched a youtube video on how to test your PSU, according to the vid it works...
But to make sure I bought a brand new PSU, hooked it up, turned it on and the fans started spining; turned it off and when I went to turn it back on.... nothing works...
Does anybody have any suggestions!?!?!
The computer is an Acer am5100

I'd try checking your RAM sticks. If you have more than two try taking both of them out and putting only 1 in the first slot at a time.
 
It's going to be between the CPU, MOBO, and RAM.
Test ram like the user before me said, and you can't test the CPU or MOBO unless you have a spare motherboard or processor of similar specifications.
