Pentium 4 3.06ghz + Stock Intel Cooler = 63c Idle

Okay, my brother got his computer put together:

Pentium 4 3.06ghz
2GB DDR-667
HIS 4670 1GB IceQ
Foxconn OEM mobo
2x IDE hard drives

He's getting 63c idle temps. We are using Arctic silver 5. what's going on?? he can't stay in windows very long because once it hits 70c it does a thermal shutdown. How can we fix this?
 
I just had a feel of the heatsink, it's nowhere near 70c... the computer is on. I think it's a bad sensor. can this be the cause?

The heatsink isnt dissapating the heat is what it sounds like to me.... the heatsink temperature and cpu temperature are totally different things.

How much as5 did you use, and how did you apply it. You dont need more than BB sized drop and letting the heatsink pressure spread it for the stock cooler, as well as check the mounting pins, the pushpins are notorious for not locking in 100%
 
Are you sure the heatsink is mounted correctly? It sounds like there's a bad contact between the heatsink and the CPU.
 
He's reseated it twice, removing all the paste and reapplying. all the push pins are in correctly. He didn't lift the HSF up once it made contact with the paste and cpu. I'm pretty sure the P4 is a Prescott, and weren't they known for running really hot?

They ran hot, but not nearly that hot(especially at idle nonetheless), and heck, most modern cpus run a good bit hotter than the prescotts.
 
We can't really spend anything now. each of us got a new graphics card (he got a HIS 4670 1gb, me a 512mb XFX 4850), and i got a new dvd drive as mine is failing. The only thing i can think of that would help would be to stick my 140mm on or near his heatsink, besides an aftermarket cooler.

He isn't here now and he doesn't like to talk to me about his computer so maybe it's still running hot, but he was playing counterstrike with me for a good hour or two.
 
If the CPU isn't transferring the heat to the heatsink, another fan might not do much good.
But then again, it's doubtful it would hurt as well. :p

what'd ya guys use to remove the AS5?
and did you spread the AS5 on after you put it on?
Or just leave it in it's little rice shape.
 
We used the pea sized drop method and used the HSF to spread it. Isopropyl alcohol is what we used to remove the paste.
 
Hmm, I don't think you're supposed to spread it.
Or at least I never have.
I just do about a rice sized drop then let the HSF squish it around when you clamp it on.

But then again, I doubt that would have contaminated the paste any.
Was just wondering if you used your finger or something :p
Because that definitely might cause some issues ;p

but isoprop is spot on.

Anyway, he's not here now. he'll be back tomorrow and he might feel like talking to me about it. (he's very anti social towards me)
