Can a GTX 260 accept S-video input, and then output the signal to a monitor via VGA (or DVI)?

If you can find one with a VIVO port, then yes. I haven't seen a video card with a true VIVO port in quite a while. Also the Video Input part of the VIVO port must be supported in the drivers and hardware. Not all were.
 
also beware that a tuner card will have lag to it so if its for a video game system it wont work.

In my old computer, I was able to play my xbox completely fine, even while recording it. I changed my mobo and wham, a good half second of lag

new build altogether now, and the TV tuner won't work with 7

That is to be expected in the PC world. There is a limitless combination of hardware and drivers and sometimes they don't mix and match.
