ok
right now i have windows 7 with about 400 gb of stuff on 1 hard drive
if i buy another hard drive set the windows 7 one to slave and make the new hard drive primary and install vista (both are 32 bit) would i be able to access the programs and files from the windows 7 HDD?

you should be able to. you using SATA or IDE hard drives? If you're using sata you don't need to worry about master/slave.

Files yes, programs no. Any program would have to be reinstalled using the installation cd or media when you install Vista.

are you sure about that john? because everyone i have talked to said i would be able to as long as the primary is accessing the slave

The programs that don't anything in the regsitry you may be able to get to work but there are programs that put files in the system and system32 folder on the C drive and if they aren't there, you won't be able to use them. Not sure who you have talked to but they are giving you wrong information. The programs need to be reinstalled on your new installation to work properly.
