What are you using as browser? (Internet Explorer,Firefox,Opera..)
 
A lot of clean up programs like Glary will give you the option to delete all history and cookies from your comp.

With chrome you click the wrench, click history, then they will have the delete option for days in blue as if it were a link.
With explorer you click tools, internet options, and under browsing history click delete.

Also when you delete it has it gone forever?

To remove the content from typed URLs in the top navigatio (where you put http://somesite.com)

In firefox:
-Tools
-Options
-Privacy tab
-Click on "Clear your recent history"
-Click on details
-Choose the time range to clear (since when you want to delete the typed URLs)
-Make sure its included the "Form & search history"
-Press button "Clear now"
-Close all windows from firefox and re-start firefox and try it

In Internet Explorer version 8 (its the only that i got here in front of me at the time):

-tools,
-internet options
-content tab
-Under "Autocomplete" click on "Settings"
-Click on button that says "Delete AutoComplete history..."
-Make sure the "Form Data" is included and press Delete button
-Close all Windows from internet explorer,re-start internet explorer
and check if isnt showing anymore the typed URLs.

About your question if its gonne for good and the awnser is yes..(isnt in the recycle bin or something..)

You should just download a program that will delete everything like Glary. Sounds like your trying to stop mom or girlfriend from viewing those special sites you go to haha.
