Most likely his problem isn't the operating system so to repair it would be unnecessary.
The System Restore is the part of the operating system.It is located under the EXE and few DLL files.Every SINGLE window you open in the operating system is one small programmed EXE application that the operating system raises at the specified programmed events that are built-in the operating system iself and therefore the REPAIR option should fix any problems like his.He probably has missing or corrupted EXE and DLL files in his operating system and the REPAIR option will fix these problems and after that he will be able to use the System Restore.The REPAIR option does not delete any data,does not delete any registry settings,any games and programs and any other staff and therefore it also does not delete any saved dates in the System Restore and he will BE ABLE to return his computer to the previous state using the System Restore,but AFTER he repairs his operating system using it's CD/DVD disk.

System restore is not the best way to fix your system anyway. Very seldom does it ever work correctly. That's why creating backup images are always best in case of catastrophe. I've used system restore and its worked about 50 percent of the time for me. It should work 100 percent of the time. I'm not saying a repair won't fix the system restore issue but he shouldn't be relying on system restore anyway.
And by the way, didn't you know that once you do a repair of the OS that it deletes all restore points and removes all windows updates? Evidentely you didn't.
