Novice Computer User of having Trouble!

Had a power outage last night, while on computer playing games, for one hour. When power came back up computer would kick on for like 2 seconds then kick off, and would cont. cycle of turning off and on until i unplug it or turn off power supply. Its a 400w power supply not even 6 months old, that i got with new graphic card. Computer was plug into surge protector so i don't know whats the deal. Please help me.

is there any beeping sounds?
 
when i hold the power on button, its stay on for maybe a second longer, with a slight little beeping noise, then just shuts right off again, then cycles the on and off again
 
Try unplugging the power supply and hit the power button a few times, plug it back up and see what happens. If not, try resetting the bios by the jumper on the board.
 
It seems like a short, or the PSU may have just gone bad. It can happen, i remember even when my router was turned off (not unplugged) it got fried in a lightning storm.
 
Try to take out your SMPS and clear all the dirt settled in it, because it happens sometimes that these dirt may be the prime cause of your problems. Try it may be your problem would get sorted out after it.
