New Thermal Compound Already on CPUs?

So I haven't built a computer in awhile, and I was a bit perplexed when there was no thermal compound with my CPU, but I noticed on the bottom of the heatsink there was a design that looked like it was made of compound. Is that right?

yes, heatsinks come with the thermal compound already on, which honestly, is a pain and would be better without

Agreed. The paste on the OEM units does work, but it isn't the best. It is usually better to clean it off.
