Reinstalling windows

You can't do that. You actually have to boot to the cd without going into windows itself. Windows won't format itself and thats why you are getting that error. Go into your bios and make sure that boot to cdrom is first boot device and then restart your computer with the cd in the drive.
 
if you use hirens boot cd you can use a utility on there called dariks boot and nuke which will totally erase your hard drive. you will have to burn hirens boot cd to a cd to reboot your computer and use, but as johnb35 has stated your computer needs to boot from the cd first!! then you can load your windows xp disk on after its completed the wiping of your hard drive

just extract it to your desktop and burn the iso to cd then put cd in drive when you reboot, and providing your computer is set to boot from cd first then you should be able to erase your hard drive and install windows xp one again ;)
