3 seconds? That's pretty fast. Mine doesn't even load that fast.
In any case, how much RAM do you have? What CPU are you running and at what speed?
How long have you been using that installation of XP? I'd wager a guess that, unless this problem started suddenly happening, your system is simply suffering from a case of winrot.
I suggest you download CCleaner to get some rubbish off your computer. You may also want to try defragging your drives (or at least the C: drive).

All of em are free and do a great job by themselves or together.
Yes. I've never heard of 360 Safe Guard, but if your computer is taking more than 3 minutes to boot Windows, then I think it's safe to say IT SUCKS! Or, at least, it's not going to help your performance out any. It appears to be a Chinese antivirus program - so that has little to do with boosting your PCs performance...Thanks, but you want me to try all of these programs? I have checked my computer with the 360 Safe Guard and everything is at good condition.

In the Startup tab, uncheck everything that you do not need running in the background at startup and click "Apply." Alternatively, you can just click "Disable All" and then go back later and re-enable any process you find you actually need on startup.
Then, in the Services tab, check Hide All Microsoft Services, uncheck everything that you do not need running in the background at startup and click "Apply." Again, you could just click "Disable All" and go back and re-enable certain processes later if you find that you need them running on startup.
Restart the computer.
Next, download and run the executable for TrendMicro HijackThis!. Post your scan log here and we'll see if there's anything else that needs to be looked at.
You should probably install a free anti-virus to help keep you protected (these aren't nearly as taxing on your memory as Norton). I prefer AVG Free Edition, but I've heard good things about Microsoft Security Essentials as well. Avira AntiVir and Avast! are two more options. Please install one of these programs to help keep you virus free.
You should also defragment you harddrive. This can be done using the Windows Defragmenter found under Start-->Accessories-->System Tools-->Disk Defragmenter. Alternatively, you can use a 3rd party disk defragmentation program such as Auslogics Disk Defrag.
Reboot the computer.
After you've done all of these things, please wait until the computer is idle (no programs loading/scanning/etc), and hit ctrl+alt+delete and make note of your CPU usage at the bottom of the popup window, and any programs using more than 10,000K in the process list.
On your next post, please give us your computer specifications if you haven't already. And please include the HijackThis! Log, your idle CPU usage, large running processes and an update on how your it is running.

"Winrot" is computer slang for the way the Microsoft Windows OS tends to become slower and more error-prone the longer it's been installed. A lot of this is due to the fact that most programs make entries to the Windows registry when installed, but very few totally remove them when uninstalled... after a while, the registry becomes so filled with erroneous entries and links to non-existent data that Windows begins to run slower and slower, especially upon boot-up.
I would uninstall that Safeguard 360 crap and replace it with Microsoft Security Essentials.

You also got to remember that if you are using a 32 bit Windows version it will take some time boot also.
