Can i BUILD a decent computer with windows 7 for under 600?

Alot of people have been telling me to build, but the build itself cost 600+ then i'd have to buy windows 7 and install it as well. Can i build a desktop with windows 7 included in the price for 6-650tops.

PC would be used for HW, youtube, and internet surfing.

Monitor is going to be either 23'' or 24'' (somebody once told me monitor size matters in the build?) Didn;t make sense to me but hey i dunno!
