It could be your NB not receiving enough power.

I'm in the process of overclocking. I have read that the maximum voltage for my cpu is 1.25 volts. It it okay to go over that voltage?

yeah it is a god idea to stay at or below the recommended voltage. be sure the temps are ok. usually a max voltage and max overclock the temps become a bit much.
umm 1.25v is too low, you can go up to 1.4ish w/ phenoms.
Im at 1.325 with my 8750.
I'm gonna try that on my Pentium 4 OC rig later this week. I've bumped the voltage all the way from what I think was stock (1.4v) to 1.4375v and it wasn't stable at 3.4GHz (it's a 2.8GHz Pentium 4 520 E0 stepping.) I've actually bumped it up to 3.5GHz at 1.4625v and it seems stable, but I haven't gotten a chance to Prime95 it yet. I'm worried about the Northbridge temps though, since I'm getting low 50s, I think. how high can those things go? Where did you read that at? Are you talking about what the default voltage AMD sets them at. They were two 9750, one 95W and one 125W. The 125W default was between 1.2 and 1.3V. On a 95W the default was between 1.1 and 1.25V. A 9750 was never that good at overclocking, but your not going to get to far a 1.25V.
If your using a stock cooler your pretty good up to 1.35V, but just keep a eye on your temp.

Temps don't change much until you stress it.
Like I've said before, a 9750 isnt a great overclocker. 3ghz. is really a pretty good overclock for one. Your not going to get any further without bumping up your CPU voltage and NB and the CPU NB voltage. Unless you set your HT and memory back, but you still need to bump up your CPU and NB voltage. Just running 1.25 on your CPU isnt enough voltage to get you any higher.
