vga cooling?

Instead of getting that PCI fan, find an 80mm or so fan and just put zip tie it in your case to direct some air to the GPU's fan. Sometimes the GPU is stuck just sucking in hot air or not much air at all, but if you get the intake to redirect some air towards the GPU, it'll have much more.
 
I'm not too sure.. why not just turn the fan speed up on your 4890 via Catalyst?

I dont want it to be too loud. I have it at 40% and it only gets to 67C max load with the heat. I will be dedusting my computer in the coming week which will drop temps. I was just thinking that having 2 extra 120mm fans in my case will cool everything down

Well... 2 120mm fans extra will increase noise considerably.
