Need help with missing system folders

So I was trying to run msconfig command but my XP x64 didn't recognize it. I typed search for msconfig.exe file and no result. when I try to look for it at:
C:\WINDOWS\pchealth\helpctr\binaries
C:\WINDOWS\system32\dllcache

I realize I don't even have helpctr folder! the only folder I have in pchealth is
errorrep. say if I get a hold of an XP disk, how do I place the missing files and folders to where they belong?

When you put the disc in, restart, then boot from the CD. Sometimes this happens automatically, depening on the BIOS. If not, there should be a button to press. (Usually F8 F12 ESC or DEL). Once you boot from the disc, there is an option similar to "Repair Windows Installation". Follow any on-screen instructions from there. I believe that should do it.
