Depends on noise level you are alright with, price, etc.

Well I'm not very concerned with noise, although I wouldn't want anything outrageous.

As far as price, maybe $20-30 but I am flexible. I don't anticipate major heat issues, but then again I do want to get my moneys worth out of the TRUE.

Check out this fan. It's pretty quiet and has high static pressure, good for heatsinks.

Easiest way i can think to explain it would be the amount of force that the air is pushing with. Ex, you can have a fan that moves alot of air(high cfm), but with low static pressure, will not be able to "push" the air through the heatsink. (such as in the case of fans like the coolermaster r4, give it the slightest bit of restriction from such things as a radiator or fan grille and they lose alot of airflow).

The CM R4s are good case fans, but suck as heatsink fans.

No, a fan can have all the torque it wants and not have any static pressure. Think of the fans as an air compressor, they are pressurizing the air to an extent, fast spinning fans generally tend to have better static pressure, as do thicker(38mm) fans.
