In single card...the 5850 is a much better buy.

As far as difference between those two cards, more or less the heatsink.

GTX 470 is faster than 5850. However, it is hotter and use more power than 5850.

Incorrect, the GTX 470 is roughly equal, and actually loses in some cases to the 5850. However, when in dual card(SLI/Crossfire), the GTX4xx series scales better.

Not 100%, but they do scale very well.
