How can I get a computer to lock after an allotted time?

My sister's friend's mom wants to have her computer lock after an hour, regardless if someone's using it. Its a windows OS, but I don't know the specific version. I know its feasible, but how can I get to work. I know she has the admin account, so that makes it easier. The other accounts wont have admin privileges after today, because she doesn't want her kids on facebook all the time. So is there any trick in windows or any software that would lock out the non admin accounts, and that would require the admin password only?
 
I would say look at blocking the Internet after an hour of use. We will need to know the exact version of Windows though, as it does make a difference on built in technologies.

This program doesn't shut down the computer but it does restrict web access.

Why bother installing software? Most antivirus/firewall or router settings pages will let you manage these types of settings. As long as she sets up a password for the router admin settings, you'd be good to go without installing anything.
