Just built a new computer, need a little help...

SOLVED, thanks to everyone for their efforts.

Specs:

MSI 760GM-E51 AM3 AMD 760G HDMI Micro ATX AMD Motherboard
SAPPHIRE 100293L Radeon HD 5570 1GB
A-DATA 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1333
AMD Phenom II X4 945 Deneb 3.0GHz Socket AM3 95W
SAMSUNG Spinpoint F3 HD502HJ 500GB 7200 RPM SATA 3.0Gb/s 3.5" Internal Hard Drive -Bare Drive

Either you have a bad keyboard, or a bad port where the keyboard is plugged into or just a hardware issue.

Try this though. Unplug the power from the power supply and remove the cmos battery from the motherboard, then press the power button on the case a few times to discharge any remaining power on the motherboard. Then put battery back in and reconnect power and try booting up again and installing windows.

Alright thanks, I cleared the CMOS like you said and everything, but still the same problem, just a single beep and a flashing underscore with or without keyboard in.
 
Open the case back up and make sure the memory and video card as tight, reseat them if you have to. Try only using 1 stick of memory and see if it will boot.

Did you use the standoffs between the motherboard and case?

Yes, I used the stand offs. I've tried using 1 stick of RAM, but still it won't boot.

It boots from CD fine without hard drive, still no BIOS. Without a CD in the drive it says:

"Reboot and Select proper Boot device
or Insert Boot Media in selected Boot Device and press a key"

No BIOS either way.
 
No bios??? How does your cd drive boot with a cd in it then? It has to post first before the cd can boot. I think you are confused.

Hmm... Sorry, I'm kind of a noob when it comes to computers.

What I mean is that there isn't any BIOS screen like when you normally start up your computer it says Phoenix BIOS blah blah press F3 to enter setup. None of that, just goes straight to the Windows Setup.
 
My guess would be bad motherboard. When you turn your computer on, immediately press the del key or whatever key you need to enter setup and see if the bios shows up. The bios may be set to show OEM logo instead of post screen.

you need to change the bios settings so it will boot from the HD instead of a CD
 
Alright, thanks everyone for your help and efforts, I got the problem fixed by formatting and partitioning the drive on another computer and then transferring it.
