I think what he or she might be asking is why typing cmd in the Search programs and files bar doesn't cause cmd.exe to run like it does with Windows XP. If this is the question, it is because OP needs to enable the run command in Windows 7.

Start > right click > choose Properties > Start Menu tab > Customize > scroll down and check Run command > OK.

Next time the OP clicks Start, a new run bar will appear above and to the right of the Search programs and files bar. Enter cmd in this bar and he or she is golden.
