New graphics card

Im looking to buy a new graphics card in a few days, but im sort of confused about a few things. I have about 80 dollars to spend on a new graphics card. My computer model is eMachines ET1831-05. Looking preferably for an 512mb graphics card at least,. Mine came with a integrated graphics card and its really holding me back with the mmogames I play, I get really low FPS. Not looking to run brand new games Just MMO's which generally have standard or low graphic requirements(128mb graphics). My power supply seems to be 250 watts.

1.Can I use PCI Express 2.0 cards? I heard I can from a friend(Backward compatible?) but would that reduce my performance enough to not get a 2.0?

2.I read a few places that you need to have a certain power watt to run cards? Does mine meet the requirements for a decent graphics card.

3.What graphics card would you recommend for my computer for around $90 or less.

Any PCI-E x16 card would do. The difference between 2.0 or 1.0 is not noticeable

PSU - Good quality 500W should be able to handle most latest single card set-up.

I only have 85 bucks max to spend, and from the looks of it ima need a new PSU, i found one thats 400 watts for 25 dollars by Diablo.
that leaves me with around 60 to spend on a graphics card.

Diablotek units are worthless, the cheapest decent unit you are going to find is the corsair 400cx.

Borrow some money from you friends...
consair 400w + that 9800GT is bang on $80 after MIR. But you will need to pay a little extra in first place

this would be a good route to go. Very reliable brand of psu and a 9800gt is more than enough for what you need it for!

I would borrow if i could, but atm that is out of the question. Im just looking for a temp fix with out the PSU. Ive read in more then a few places that 300 watt graphics cards run fine on 250s watt PSU's. Im going to do a PSU upgrade when im back from basic training in which ill have more then enough money to get a dual core processor and a new PSU. I was looking into the Radeon 4650, and the Nvidia 9400GT, both 1 gig. What do you think of those?
