Unable To Log In - Activation Problem

I had a computer reformatted about 5 months ago.

I just recently turned it on for the first time since it got reformatted.

I am unable to log into the user.

When I click "Owner," the user, it says "This copy of Windows must be activated with Microsoft before you log on. Do you want to activate Microsoft now?" Options: Click Yes or No.

When I click yes, this pops up:

"Activate Windows" - at the very top
"Window's Product Activation" - below the very top
"Windows is already activated. Click OK to continue." - the message.
Options: Click OK, Cancel, _ (mimimize), x (exit).

I click OK, then it logs me off, and sends me back to the original log in page, where I can't log in, even if it does say it is activated. I tried restarting and turning it off.

Right now, it's pretty much useless if I can't log into a user and go onto Microsoft word, or internet, or anything. Can somebody help me fix this?

I can only "shut down, restart, turn off,"

This problem occurs because a script that interferes with Windows activation is running on the computer, can you get into safe mode and log in as Admininsrator?
 
If you can't into windows under safe mode then you will have to reinstall windows and then reactivate it when completed. However, did you use this system after it was reformatted? The reason i'm asking is, its possible that its infected and the infection and screwed up the activation.
 
You can sometimes hit ctrl+alt+del, start the task manager, and start explorer.exe, to at least get into Windows. I had this happen on Vista before and that solution worked for me, to at least get into the OS, so I could start backing things up that I hadn't taken care of before.

I can log into safe mode as Administrator. There are 3 safe mode options when I click F8 before Windows starts up. I clicked the one that just says "safe mode."

However, it says "Safe Mode" at the top and bottom of the screen, which I do not want forever, obviously. :)

What do I do now to get this thing fixed?

I'm currently trying to find the "RESETS" button under the "Notify" folder. What should I do if I can't find it? I can't really delete something that's not there, unless it is already deleted from before.

It doesn't appear to be on here.

This is for step 3 #5: "Under Notify, right-click RESETS, and then click Delete."

Also, what does it mean to "In the right pane (topic area) of Registry Editor, right-click OOBETimer, and then click Modify " (Step 4 #5)?

I see a whole bunch of characters like FF, D5, 33, etc. and some weird ones with a y with two dots above it, an O with two dots above it, etc.
