I was looking at a AMD Phenom™ II Processor.
and noticed ATI Radeon HD 4200 on the Graphics section


and noticed Video Memory saying

Up to 2943MB total available. I'm not sure what that means? that means video memory available?

Not exactly, its onboard(integrated) on your motherboard. So yes, it is a gpu, but in a desktop.
