this is to build a mid-power gaming rig, please suggest other options if possible.

my budget is $400 but i will use the case, hardrive, and PSU(see sig) in which i already have

Case? Powersupply? I'd grab a newer generation quadcore, perhaps an Athlon II X4 640.

The 5770 is also more powerful than the GTS 450.

the athlon, how does it compare against the phenom preformance and price wise?
 
Read anandtech report on GTX 460, the zotac GTX 460 are not perform at good as other brand. I am not sure if that is the one they used for the test.

im probably ganna go ahead and skip this gpu because its $165.00 and like you say, the brand is questionable

Yeah a decent cooler. most rosewill stuff is lowend. If you want a good cooler look at the CoolerMaster Hyper TX3 (what I have, but noisy on full speed but bearable when gaming as you have other noise)

or a CoolerMaster Hyper 212 (a bit better than the TX3)
 

Seconded - that system will disappoint you, and upgrading to an athlon ii or phenom ii won't cost much more.
you can do a way better am3 board for only a couple of bucks more, same with the ram.
if it comes to pricepoint - I fully recommend waiting till you have the few extra bucks, rather than forking out top dollar for tigerdirect's old stock

lol ok. i get what your saying, but look at my sig.... im running a pentium 4 HT with a nvidia 6800 lol i think im in dire need of a new desktop. an Athlon ll will suit my needs quite well, i dont need much processing power, because i can use my laptop for that, i just need something better than a nvidia 330m, or 6800xt gpu. budget is more of a priority to me than extreme preformance. honestly i could probably do with just a pentium D 3gb ram, and a 9800 gpu.

I just hate seeing good money go on nos computer parts that tigerdirect has laying in a warehouse

I'm just of the mindset (and how i service my customers) that if you're going to put money out on a computer it should last you.

The other option, if you don't need a ton of processing power, and want to save money is something like this system (please excuse the link back to my own site): http://www.rawcomputers.ca/products-page/computers/raw-infinity-system/

The newer intel atom boards are pretty quick, quiet, and are amazing for day-to-day stuff (just dont try and run any games!)

***EDIT*** sorry i saw your original post - you did say gaming rig, definatley not an intel atom customer!

Not a suggestion more a general question. are superclocked cards worth it? i always assumed it was a stock card that was factory overclocked, seems like you could just save money and oc it yourself or spend the money on a better card. or is it a different/modified chip?
 
Here is a re-revision of the OG setup. improved to am3 ddr3 better processor and mobo, but im dropping the video card because i recently acquired a 9800GT video card which should work well, till i decide to upgrade or even the possibly the option to SLI. my budget is now $300
