Well that depends entirely on your perspective of "good". In general it is a lower end card and therefore not "good", but in comparison to an integrated Intel chipset it's fantastic. What you're going to be using it for also plays a big role in determining its worth.
It appears to be Nvidia's previous gen low end line. I would consider it an entry level graphics card, for basic video tasks like web browsing and photos. The x3x digit appears to be the indicator of the quality within that line.
You realize he meant building a computer from scratch, right? Not literally making the components himself, but just assembling one like the rest of us.
