Is it hard to create this kind of software?

It's pretty hard to answer the question based on a low-quality screenshot alone. You'll have to tell us what it actually does.

Also, define hard. Is calculus hard? Yes if you're a fifth grader. No if you have a doctorate in mathematical sciences. It really depends on the skill level of the people working on it.
 
It is animation software? can i change this software just a little bit to add some other tools?to take these files and to copy to c++ to add some more tooles/thats what i want to do?Can i make this thing?
 
The way you ask these questions tells me no.
Like it was said, depends on what you know. Do you know any programming languages at all?
You can do whatever you want programming wise, you just have to have the knowledge, which you clearly do not have.

Learn a language step by step until you can achieve something like this. Programs like the one you posted aren't written over night.
