V Sync question

I just got a new rig today with an nvidia gtx 560 ti. Everything runs great, but I've noticed a problem across a couple of games when I don't have v sync enabled. It's not screen tearing. Rather, it looks more like when you see videos of CRT monitors on TV - with scan lines sort of running up/down the screen. The problem goes away when I enable v sync, but then I have to deal with the resultant input lag, and that's equally frustrating.
Is there anything I can do about this, or is it just inevitable when frame rates are so much higher than refresh rate?

That is called screen tearing, and it's what vsync fixes, but as you said, vsync makes input lag.

I have vsync disabled unless I have the horsepower to run the game at 60fps all the time.
 
Unless I'm very confused, this is different from screen tearing. Things aren't tearing or becoming misaligned, and it doesn't only happen when I move the camera. The issue is persistent, even when the camera is totally static. There are just lines moving up (or down) the screen. The lines aren't graphical tears, they're just horizontal strips that are slightly lighter than the rest of the screen.
 
I have this issue on some games aswell. Is it worse in darker areas?

Interesting if this is a VGA thing... i'll switch to DVI tonight

Yes, it is worse in darker areas, but I think it happens just as much in light areas - it's just more noticeable in dark ones.

OK, it's good to hear that people think this is a monitor problem. But if that's the case, why did I never notice this on my old system? Is it just because my frame rates are so much higher now?

EDIT: Wellhellothere, please be sure to post and let me know if switching to dvi fixes the issue for you. I'd much rather replace my monitor than my GPU. Thanks!

Confirmed! When I bought the monitor I could have sworn it was VGA only, but I looked at the back and sure enough it had DVI-D in. So I picked up a cable and boom. Everything's fine!
