new computer fails help please

This is a driver issue, but can be a software issue as well. Make sure all drivers are updated and make sure windows is fully updated as well.
 
Also noticed there is a bios update on Asus's site, version 0502. It's supposed to improve memory capatibility. Dated 6-21-2011. Not sure if you have updated to this version or not.

1. chipset
2. lan
3. audio
4. USB

Then go here to download the lastest driver for your video card.

i have all these installed

are you sure this is not a hardware problem?

edit// the computer is not turning on now the dram light is on

2nd edit// turned on this time and froze on the start windows normally screen

restarted again and went to bios and froze there

Could be hardware/memory related. But will be hard to track down which it is.

I would first start out by borrowing a friends power supply to rule that out since you are getting wrong outputs on yours.

unfortunately i will not be able to get anther psu without rmaing my current one

this is extremely frustrating
 
Let me ask you this. What are you using to get the voltages from the psu? Do you have something like this? or a voltage meter?

I don't trust Aida all that well especially for psu voltages. Either use a multimeter or psu tester.
 
According to one website, its used for older motherboards and some expansions cards. However, all voltages needs to be within specs and the -7.7 volts is not within specs of the psu.
