The Libraries in Windows 7 work very similarly to what you're familiar with from XP, but in the new OS, imo, things are a bit better organized.

This is my understanding of what you're seeing, if I'm wrong I'm sure someone will come around to set things straight :P

The normal Library folders are all stored in your user folder (C:\Users\youraccountname). No matter which way you access them, whether its the folder button on the taskbar, the start menu or through My Computer, they're all pointing to the same basic spot in your user folder.
Documents, pictures etc would all be stored in here by default under the appropriate folder. In XP this would have been something like C:\Documents and settings\youraccountname, so nothings really changed there.

The Public folders you're seeing are basically the default sharing folders for data you want publicly available to any computer connected to your network, assuming filesharing is enabled. You can choose to just use the regular My Music folder instead, for example, and share all of your media in that folder (these folders are not set to be shared by default). However if its just specific files you want to share, the Public folders would be the better option.

Again this is something that was around in XP, but I believe they were just labeled Shared Documents, Shared Pictures etc.

One thing has definitely changed though, when you go into any folder in your library you can set which folders that library associates itself with and displays the contents of. For example, you may have two different folders in two different locations holding different music or pictures. If you want to view them all at once but keep them seperated in their respective folders, you can set the library to just display what is contained in both when you click on My Music. This can be done by going into your Libraries, right clicking on any of them, and hitting properties in the menu that comes up. From here you will see a list of folders associated with that Library which you can edit to your liking.

This could be useful if say your iTunes library is monitoring Folder A, but you want to see the contents of Folder A, B and C without copying them all into one place and having everything end up in iTunes.

I hope this answers your questions, isnt too confusing, and is accurate :)

thanks but

I just whent into my win xp My Computer and see the Shared Documents folder.

When I go in here I see My Videos.

Now I gess I can ad say a video from say my secondary Hard drive to here. And it will be just a shorcut or Link to the video file on my secondary Hard drive I get this.

But because it is in the Shared folder does this meen even people who use the Limited accounts can watch these videos?
