First of all, here are the computer specs:

(Don't crack me on the 32 bit OS with 6 gigs of RAM, that was what was specified)
The StarTech RS232 PCIe card refuses to be recognized by either the motherboard or the OS (in device manager when I try to update the driver an error message pops up stating that this driver isn't compatible with the OS). With the exception of the speed of the RAM and the optical drive I built the same exact system about a month ago and it worked flawlessly. I have ordered another card (the first MB for this build died and I had it replaced) so I am hoping that will remedy this situation.
I have one question about the BIOS settings. Under the Advanced tab, PCIPnP it has Plug and Play O\S defaulted to NO. Could this possibly be the culprit?
