Why is this laptop so much slow than this one?

So I just received a free laptop from a friend. Here are the specs:

Dell 1440/14z

T6400 at 2Ghz
3Gb of 1066 DDR3
5400RPM hard drive
Win 7 Pro 64-bit
1600x900

This thing is slow. Comparable to my P4 running XP.

My roommate's girlfriend's laptop that also has issues, but is so much faster in everything. It has:

Toshiba Satellite L505

Intel Pentium T4400 at 2.2Ghz
3GB of 800Mhz DDR3
5400RPM hard drive
Win 7 Home premium
1366x768

First of all, speccy is showing the RAM at 800Mhz DDR3, but I thought that was only DDR2?

Second, everything's a clean install with the same updates and same speed fixes (Most from the thread in the OS forum)

Everything is slow on my new one. Typing takes time and delays all the time. I just ordered some faster RAM to help out, but what else could be the problem? Having win 7 pro instead of premium? Any helpful advice would be appreciated.

I would run memtest on both machines to see if there are memory issues. And there won't be hardly any noticeable speed difference between 800mhz and 1066 mhz ram. I would say either memory or other hardware issue. And the version of windows won't make a difference either.
 
Agreed with above, but also remember if this is a newmachine with a slow hard drive, it is probably still indexing, this will have a massive impact on performance for a while. Let it run overnight, defrag, and then see.

I have turned off drive indexing on both machines. As I said, both of them have the same specs for hard drive, just about. I have reinstalled windows on both and did just about all the fixes in this guide:

And have defragged many times.

Both machines are older ones, since she gave it to me for free. And the roommate's girlfriend's has hardware problems. (Tap the side slightly and it restarts, no drive or memory errors)

I did the WD diagnostics (on the slow machine) and the drive passed them all. I did the windows memory diagnostic and it came back clean, but now that I know I can run Memtest on a USB drive, I'll try that very soon. (no CD drive)
 
And passed memtest with no errors. Not the hard drive, or RAM. What else could it be?

CPU usage is around 80-100% running chrome... temps are 70-80c... Pretty sure that's the only thing it could be. Looks like I'll be attempting some surgery.

Send it back via RMA. if you are using 80+% then something is wrong. send it back.

Like said before, this is an old laptop that I got free from a friend. It's about 2-3 years old, so no really sending it back. It was totally free so I'm just gonna try to replace the thermal paste. If that doesn't work, no big deal, no money wasted.
