Try the support site, locate you model and download the drivers, that are missing or not working.
It still could be jon, just because they are no warning triangles in device manager does not mean there is not problem.
Before you go looking at actual faulty hardware, it`s certainly worth downloading the most updated drivers for your usb and card reader.
If you are really pushed and the data is important, you could remove the drive from the laptop and connect to another machine to get data off.

It is very unusual, if you cleanly installed windows and reinstalled the drivers and it still is not working, you could be looking at a more serious hardware fault.
Have you tried resetting your bios to default just in case there is a setting in there that has disabled them.
Just look for a setting with default settings, may say factory default or optimized settings etc, just select to load the default settings, then do not forget to press f10 to save and exit, if you don`t save the change it won`t work.
Then reboot and check, usb ports first.
