this might seem like a stupid question, but for someone buying it, couldn't they use like a 80mm or so fan over the cooler and either weld or zip tie it down?

Well of course didn't you read the description I said I had a 92mm mounted on there plus you can see the holes I drilled for it too. But I don't think you're gonna weld plastic to aluminum too well though lol.

I said it was a good candidate for aftermarket cooler not mandatory.

would that do the job? i think i have a fan layin around from my compaq, but it's like 80 so the hole you drilled wouldn't work, but i could prob figure something out.

Think i'm gonna stick looking at salvage's 6950 for now, and if that doesn't go through, might grab this, sorta cautious dealing with it, not cuz of you, just that i want to try to sell this once i get a gpu for it and that might not look too good.

550w bare minimum. The way I'd be using it I'd need at least a 650w.
I have a 550w.

Not for running 100% wide open 24/7.
I also read that some people were having issues gaming with it wide open on a 550w.
I'm not going to be gaming, I will be using it as a math processor.

couldn't even find their gpu/mobo/etc stuff on their site, only their laptops and stuff were there/were i looked.

2x25amps=600w, should easily hold 450-500w, load furmark pulls 408 and load crysis is only 366, so you'd have plenty of headroom

Your cpu is what 95w? Then add a bit for other things.
You need to leave some head room.

the numbers on anandtech are the system usage, from the outlet, not just the gpu, so he has ~100w headroom at peak
