test for power supply

I've got 2 computers that seem to have dead power supplies. One is a Premiere model 2403 V2-Premiere and the other is a LanParty (mainboard). Is there an easy test to see if the power supply is bad?

If you have a voltmeter/multimeter, you could try measuring the various voltages to see if any are missing or low/high.

You could try swapping the PSUs between the two machines. If you get lucky, this will get one working machine and tell you that the machine that doesn't power up has a bad motherboard AND the PSU that's in it now is bad. If neither power up, you're back to square one.

If you have a third, known good, PSU then you could swap it into the machines one at a time.

I'm wondering if not going on at all means it's no good? For instance, if I remove it from the computer and plug it in, should I be able to get readings - and should the fan go on? At this point, in the computer, when I press the power button, nothing happens.
