The entire list is compatible. However, I would change some things.
#1. Motherboard. That one will do fine for stock settings. I would not trust it above 4GHz though. It is either 3 or 4 phase with doublers, which makes it hard to maintain a high overclock. Look for a Z77X-UD3 or UD5 to replace it and you will be much better off.
#2. RAM. Get something from Kingston, Patriot, Gskill, Geil or the like that is not high profile RAM. The high profile will limit you to 2 DIMMs with the cooler you chose.
#3. Graphics card. Get XFX or Gigabyte, maybe Sapphire. They all have better coolers than HIS.
#4. Cooler. The 212+ is fine, but the 212 EVO is better. Look for that. Or if you want something markedly better than the stock look for a medium range noctua cooler. The 212 is sold in high marks, but my use finds it not any better than stock in most cases, and the fan failed after less than 6 months use.
and to answer the original question, the thermal paste is good. Not the best, but very close. As close as you can get without liquid metal paste.
