Error during POST

Sounds like you have a bad hard drive then. And I doubt you'll be able to repair it if issues happens once its attached to a system.

I do have a couple of questions regarding the seatools scan disk that I burned and what my next steps should be.

If I unplugged (power and data) cables on bad hard drive that was causing the read disk error message, why will my pc not run the seatools disk so I can check my other hard drive?

Can I download my OS to my other hard drive that I have been using as storage? If so, what steps should I take in preparing the hard drive since it was used as a storage device?

Do I need do anything is the bios since I am removing a hard drive?
 
The possibility here is that you are running in raid/ahci mode and the software might not be able to detect the drive. If you put the controller back in IDE mode, it should detect it. You'll have to create a partition on the storage drive to put windows on. But it may be easier to just buy a new drive as they are getting cheap again. No change in bios necessary.

The cdrom is not my main concern at the moment, the disk read error I am getting during POST is my problem.

If the power outage hurt the hard drive, how do I go about checking it?

does the computer recognize the external oprtical drive in bios?
If it does, boot up the computer using the Windows 7 install DVD, select the option to repair, select option to open command prompt, when you get to the X:\ drive, type chkdsk c: /R
Let the test complete and see if it can access the HDD/ File system.
If it does, it will attempt to recover the HDD (file system).
If an electronic circuit in the HDDs logic card has burned up because of that abrupt power outage, by most chances chkdsk will fail to read C:\ and you would need to purchase a new HDD. Good luck.

ok, I don't know what just happened, but I decided to plug the data and power cords back up to the hdd that I was having problems with and try to run the seatools disk again.

So it gets through POST and I get the Windows shut unexpectedly message and choose to start Windows normally and it loaded.

I shut the pc down and restarted to open bios and changed my boot order back to floppy, hdd, cd-rom and restarted again and it loaded all the way again.

I am glad that it seems to be working, but I sure would like to know what was causing it to read a disk error and what I did or did not do to fix it.
