Steam sick download speed

Okay, the weirdest thing ever happend on my friend's pc. He completely deleted skyrim (he did it manually, deleted all folders etc...) and he re-downloaded it via steam w/o using an install disk. For a few seconds the download speed jumped up to 1.6gb/s and we thought that it was just a bug, but then we realized that the game has actually downloaded in these few seconds. Any explanation?
 
Steam's download speeds fluctuate. Sometimes you're lucky, sometimes you're not.
 
Did you empty your recycle bin and are you sure it was the actual game? Some games install weird in multiple places
 
He did not delete every folder - simples

He would need 500MB/s write speed on his storage device (for your 10s). If he has a couple of SSD's in RAID0 and if he has , sure, otherwise it is a. complete bs, or b. restoring the undeleted files, or finding the undeleted files.

Your figures are also way off. 1.6Gb/s = 200MB/s (less than half of your 10s speed)
The game is ~7GB, so 35s worth of downloading, more than 3 times your initial figure

I'm sure he was documenting every step of the way to insure his figures were completely accurate.
 
I'm guessing not everything was completely deleted, but you could have been more tactful Aastii...
