RAM Overwhelmed

My RAM is used, according to task manager, at almost 90% every time my computer is on (I am making the assumption that physical memory is RAM here). I count the memory allocation for every process that is occurring and it adds to around 150mb at busiest of times. Yet my RAM has 2.80 gb being used. It doesn't add up, my computer is acting like I am copying the world's data onto it all at once when I'm running a browser and Photoshop at the same time.

For convenience I tend to hibernate more often than not, could that be a problem?
I only cleared temp folders two weeks ago, it can't be that. I need some clarification.

1TB HDD
Intel Core i5 @ 2.90GHz
3.00Gb Dual Channel DDR3 @ 665MHz RAM
Intel HD Graphics Family - this is all that is given for graphics card
 
How long have you been running photoshop on that machine? Typically you would need more RAM and a dedicated video card to run photoshop effectively. Some of your RAM (or a lot) is being used by photoshop for video because you don't have a dedicated card.
 
Go to Task Manager > Performace tab > Resource Monitor.

Resource monitor will be more accurate on memory usage compared to task manager and you will see what process is using up all the memory.

If you're unsure then take a screenshot of both and post them here.

I have used photoshop on previous computers and it has been fine. I have had this computer over two years now and used photoshop now and again but it has never been this slow. How much would you say it would cost for a dedicated card?

I looked on resource monitor, these numbers look much more realistic and explain the slowness I think. Though the avp.exe is a antivirus program, I can't just run everything without that can I? Is there anything I can cut out?

Something halfway decent would be around $50 and really go up after that. (Really depends on your system and what you need)I am thinking maybe Photoshop updated enough so that your computer is finally having trouble keeping up. I could be wrong but if you don't want to invest in a new PC then maybe a video card and ram upgrade could go a long way for you.

PS is a very big app and you need 4GB memory for 64Bit.
Try installing the 32Bit OS.

That doesn't make any sense.

Might be worth tossing in another stick of RAM.

Is this high usage just when you're idling (not running any programs?)

As reference I'm using 2.4GB right now with Steam open, 2 tabs of Chrome, and skype.
