Cant change language?

I have hebrew and english in my comp, yet i cannot alt+shift to change language - both in chrome and word.

What happened?

EDIT; SORRY FOR CAPS BUT NOW IT HAS CHANGED TO HEBREW ONLY. I CANT REVERT IT AS WELL, SO I AM FORCED TO WRITE IN ALL CAPS.

Mine was always one. Its just a thought and might work. Can you reboot tapping 'F8' key and take back to an earlier date when the menu comes up? Its a maybe.
