Local Access Problem

Im working on a friends computer(laptop). They are running Windows Vista. They were getting "local access" only on their wireless and wired connection. They're running a DSL modem to an older linksys router. I set up a new network for them and still had the same problem even with no security.

I took it home and wirelessly connected to my network no problems (im on comcast with a newer router) No local only message and full internet access. I've set up a lot of networks and am a bit stumped on what the problem could be. It must be a network issue since the laptop was unchanged in the whole process.
 
Have them try resetting modem and router. This is actually a common issue with Vista but usually deletion of wireless networks and resetting up fixes the issue.

I've heard it's common, but it works fine on the same laptop (no problems at all) when i go on a different network (ie my house) I reset the modem and router, deleted the wireless network, made a new one, and still the same problem there, but none at my house.
