What do I do next ?

Hi, as I said in my previous posts' I just acquired a refurbished Dell Optiplex GX620 all-in-one. (Right now I'm using the library computer).
Yesterday I summoned up the courage to turn it on (I'm pretty computer illiterate). There was no manual with it. I turned on the monitor and then the console. Dell and a few other words flashed on the screen for about three seconds...then the screen went blank. How do I get to the Windows screen?
I turned off the console and restarted while pressing F2 and got the set-up menu. When I got to set the administration password a box comes up on the screen that says "Warning: this field can not be changed while the password jumper is removed". Is this the problem? This is very frustrating.
Also the monitor only came with the white connector but I noticed a blue connector place next to the white one also. Do I use this in addition to the white one? Thanks for any help you can give.
 
Then contact them about removing the bios password. If you aren't too familiar with computers then you need to get a friend that knows about them to help you determine what the problem is. If they were supposed to restore to like new condition then windows must have been reinstalled. Open the side of the case to determine if the hard drive is in there and the data and power cables properly attached to it.

The white video cable is called DVI and the blue cable is called vga. You can use either one but dvi will give you better picture. But all depends on what your monitor supports.
