Could Tor be closed down by the governments? also there's talk of VPNs being closed. If these options are closed would it ever be able to use the net anonymously ever again?
I don't think you will be able to. Govs are trying to identify internet users in any way they can. All the softwares you will be able to find will have a weakness and that weakness will be used in order to identify you.

Unless you're doing some kind of top secret stuff there are no reasons for you to be scared of the Gov watching you. BUT they shouldn't either.

Also if the likes of Snowden (a hero in my eyes) can run off with our data then what's to stop someone with more devious motives from doing so?

You can also bet that the NSA is spying on Tor also they are not stupid.
but what about regulation? like could it ever be possible that they wont let you use the internet anonymously or hide you location? I know there's talk of cracking down on VPNs.
