Retail Win 8 Coa Stickers for 50$?

Someone in my area is selling Coa stickers of various versions of Windows
(vista, 7, 8) for 50$.

He's says they are retail not oem and i'm curious if they are likely to be legitimate?

He's making copies of installation media to go with them which seems like a red flag.

It is illegal to sell just the COA without the genuine installation media, so this sounds a bit dodgy.

Very cheap, too. Also a slightly worrying sign.

Report it to M$ and wait a week to let him know it has been reported.

There are some "builders" local to me I have reported in the past and after awhile some switched the W8 while it was free and some quit posting ads.

I think you mentioned the same thing in a previous thread I posted but someone else lead me to believe that it is legal to buy a coa and then download a Windows 7 iso from the official source.

Does anyone have definitive proof one way or the other or am I going to have to sift through Microsoft's license agreements?

Yes but i'm mainly interested in Windows 8. Is buying a backup with a legit coa any different from buying a legit coa and downloading an iso?

I have never seen Windows from anyone legit for less than $100.

Non-profits can get Windows 7 Pro and 8 Pro for only $12 but these are volume license (VL) versions and can't be resold or given away. If someone is selling these then that is illegal and should be reported.

When an organization buys a VL copy all he gets is a license. The key that he gets is the same for all copies he buys. Microsoft keeps track of this and matches activations against purchased licenses. The Microsoft volume license center provides ISOs for the version of Windows purchased so the purchaser can download it and burn a DVD.

I am familiar with all this because I deal with this for a non-profit I work with.
