How to use TV as second screen?

My dad just bought the HP Envy Rove PC. The thing is, he wants to use his television as a second screen... when he watches YouTube videos and stuff like that. The problem is that his new computer only has some USB-ports and his TV only has HDMI and a serial port.

Is there a way to solve this... not too expensive ?

How would those work? Doesnt the output have to come directly from the GPU itself? How would video output be displayed through a USB?

Perhaps it works as sort of a capture device? Judging by its price that makes sense.... in that case it just mirrors the image from the master screen?

No you can also extend displays with them.
