I have personal experience with all components except CPU and mobo, but played around with many Sandy- and Ivy Bridge combinations, but I would like other peoples input before I recommend the parts.
He's not a tech buff, and when I tried to explain him the difference between a thread and a core he gave up. So no SSD+HDD, the SSHD is fixed :)

See what your friend thinks of this,Slightly over budget but it has better CPU and slightly more beefy Power supply for Future upgrades. :)
Plus you get free "Watchdogs" game with the Graphics card,That game alone would set you back £35 ish. :)

This PC has to be as fool-proof as possible.
So the new Kingston Fury RAM is much better than the Crucial, considering the Kingston will actually set it self to it's XMP settings no matter what, rather than (most likely) having to do it in the UEFI.
Also, a B85 motherboard with a K-series CPU in a budget build?
But in terms of the monitor, is it better than the BenQ? Not much in to monitors, but I personally have 3x GL2450HMs, and I love them. So the GL2460HM can't be much worse :)
Also, the build itself should only use around 380W at peak load, so a 500W would be plenty (has to be modular too)

i5-4460 is the newer CPU. Slightly more than i5 4440

SSHD - I personally would go for SSD + HDD if budget allow

RAM - B85 you choose only support up to DDR3 1600. No point getting more expensive DDR3 1866. Also, since the mobo only have 2 RAM slot, it may worth go for 1 x 8GB instead.

Mobo - Is it worth to spend little extra for the cheapest Z87 / Z97?

Case fan - £10 for case fan seems expensive. Arctic cooling only £5
N200 already have 2 fans, do you really need extra?

And finally, if you friend don't mind using second hand. You can have a look at avforum classified section. You can probably find some decent pc component

Not bad suggestions. Even though the Crucial is a bit faster, I think I'll stick with the Kingston. I bought a kit recently, and tested it on multiple platforms (AM3+, P67 and Z77) and it always went straight to it's rated speeds. Put it up against Corsair Vengeance, Kingston HyperX (normal kit) and some Samsung RAM. All three pretty much went to 1333MHz, but went right to their rated timings and speed with XMP in BIOS. Didn't have to do that with HyperX Fury.
I would like him to have a third fan, yes. Two intakes and one exhaust. Then the PSU as exhaust too, so he'll have perfect positive air pressure (I've built in the N200 before :))

I actually considered building him a PC with some of my spare parts I have lying around, since shipping would only be around £33, but we agreed that it would be better to buy brand new components from an actual retailer, so he'd have good warranties etc.
