My child's computer no longer boots up. It allows me to bring up boot menu but does not allow me to click on any options. When it does it just loops back to the boot menu. This is a desktop with windows 7.
 
Try booting off of something like UBCD4Win and run a chkdsk C: /r

Alternatively you could check the filesystem using fsck on a Linux liveCD.

Once the filesystem corruption is repaired, you should be able to boot into Windows.

Don't I have to create the bot disk before the problem? Or can I use another computer with 7 to make the boot disk?

You can create UBCD4Win or Hiren's Boot CD on any computer. It's only a diagnostic tool. (What you're thinking of are recovery disks).
