On a tight budget and was wondering what the best video card under $100 that could handle decent setting for madvr, I running onboard intel HD 4400 right now, could I do better with with a card within that price range. I'm not a gamer, but watch a lot of movies. Or, within that price range, would I be better off just using the onboard?

Take a look at the GTX 750/750Ti or the Radeon R7 260/260X..
Both have nice specs and will run 1080p no problem.

I picked up a refurbished HD 6970 for 85 bucks. A really good deal for the price, Im not sure if its still out there, but its possible on Newegg.
Otherwise, look for a cheap 260X, or a GTX 750 TI if you can find one that cheap

I've seen a few 7970's on the 'bay for around $100.
A lot of them have been mined to death. Not a bad deal if you get a reasonably working card though.

Just for video processing with hardware acceleration then 'whatever' should really work unless you have abnormal quality or resolution requirements.

If you go this route get a Sapphire card. If the card is still in Warranty they'll take it for an RMA if it needs one. My 7970 had some issues and the RMA'd card works fine, except for occasional fan noise, but it's pretty minimal.
