100% CPU usage

I am using Windows 10 and I have had nothing but problems. My computer frequently gets hung up where the cursor will not move and pressing ctrl-alt-del will not work. In task manger my CPU usage is 100% all the time. Is this related and how can I get this number down?
 
Open task manager, click on the "show processes from all users" button and then click on the cpu usage column so it shows highest usage at top and then tell us what is using the cpu.

I am using Windows 10. When I open task manager it opens to the “process” tab where the programs are listed. There is not much there. Carbonite is using 10%., Chrome uses 5% to 13%. WMI provider host is at 25% to 30%. Service host local system is at 10% to 16 %. System interrupts is at 16%. Thanks for answering John

Where that one says 6% my says 100%

Just post a screenshot of your task manager with the process that uses most of the cpu sorted at the top.

Did you upgrade to 10 from a previous OS or did you do a clean install?
 
Has already been said. When you open task manager click on the Processes tap. Where is says CPU, click on it once and it will bring what's using the CPU the most to the top.
